Well, again how much effort are you willing are you willing to put in.
What most people do is send a few bucks towards shelters that help people and families affected by crimes like these, or make facebook pages trying to spread awareness of the issue.(only works if enough people themselves care enough to make a difference)
You can of course sell all your belongings, move to India to start a new life of helping victims yourself, or to carry out vigilante justice.

May I reply even though it's not me that you are targeting?
Let's say an average American citizen pays attention to such news like this one and notices that the government and the police force in India are either corrupt or the source that lets criminals pass through like wind, what he/she can do is make these issues around the community known and then go to their local government, and then the local government goes to their state government, then they go to the big government, then at the president where he will look up the issue and order that India must have a stronger law protecting women and that police muss enforce it and that if this goes the bad way then he will have a talk with the UN talking about the issues. After the talk with the UN then the UN issues an order for the government and it's police force to either be good guys or they will be facing consequences for crimes against it's people ... and then therefore it becomes good or troops will be sent there to change the situation on their favors and use force to correct the ways of the Indian government and their police force.
It might sound kinda dumb, but that is what I can come up with if a citizen on the other side of the planet concerns him/herself with the issues around other parts of the world.
However, I believe India and it's people are enough to stop their corrupted government and the police force and actually make a change, but it seems they'd rather have help from other countries, even though the solution is in their own hands.
India has fascinating people, many work their even on the most harsh terms and yet still have the will to endure it, this is why India have the power to change their ways and become a prosperous country.
