GO GO SUPER NERD MODE
Throughout the game, Bulbasaur is probably the best, since when you get to Virdian City, being part Poison-type helps SO much in saving your wallet from Antidotes. On top of that, in competitive play, Venusaur rocks in UU. It's almost broken simply because it has extremely powerful STAB attacks AND coverage on both sides of the spectrum, while still being bulky enough to avoid 2HKOes from anything that isn't a STAB, Super effective attack. The strongth.
Squirtle, meh. Decent early on, but lacks power against Misty and Erika, especially considering the latter swipes through your bulk. Competitively, still subpar. Poor attacking stats, and less-than-amazing bulk means that it can't even do the job it does best (Rapid Spinning) without being overshadowed completely. Scarf Water Spout is alright for shits and giggles as a lead, but again, better options for anti-leading.
Charizard is the lowest of the low. It's got great attacking stats and speed, but there are two fatal, fatal problems. The first is that Moltres exists, who has better Speed, better Special Attack and by far a better movepool. "Why use Charizard?" The second problem is worse, and far more common. Stealth Rock, shaving off 50% of Zard's health each time it switches in. Oh dear. Even its famous BellyZard (BellyDrum/Substitute/Fire Punch/Earthquake @ Salac) set is one of the most fearsome in the game, yet it can never find time to set up.
However, Charmander gets infinite cool points because it's Fire-type, this making it hard-mode, this making the game fun. Plus it's so goddamn cute.
