Cleavage in Japan

So, before I came to Japan for my vacation, my friend warned me to not bring shirts that will show my cleavage. She said I would get rude looks because the Japanese find it indecent.
Well...I've been hear for a full two days now, and it seems that to replace the lack of cleavage...many Japanese girls wear short skirts/shorts and will often wear some kind of high socks or leggings. Sometimes even accompanied by garters to hold the leggings up. Mind you, the garters are usually noticeable.
How the hell is this more acceptable?

Erm... perhaps they wish to show off their beautiful thighs and legs more than their cleavage?

I figured the title would draw people in. But it just seems odd to me that they will wear something so short and that draws attention to their "lady parts" but then you get dirty looks for showing off a hint of cleavage...weird.

My guess is that it's there fashion over there,and if other girls aren't doing it then they would be labeled as not stylish and uncool.

Because you're a foreigner showing off. You'd probably get those looks if you wore the short skirt + garters like them. That's my guess anyway.

Since I have yet to visit Japan, I am not sure about the fashion sense of the Japanese. However, just like job interviews, one must show off his/her strong points, while attempting to conceal one's faults. For the females whom you have seen and observed, their legs and thighs could possibly be one of their main assets.

Well, I'm sure it is fashion based. But I have only seen a couple of women showing a low shirt to show their cleavage. Otherwise, its been all focused on legs.

Its almost like they feel the need to look indecent below the belt because they can't do it above the belt.

Asian people don't got no boobs. You rarely see C cups. That being the case, the only things they can show off are their slim legs.

my experiences involving short skirt in tokyo:
-ride the escalator in train station and got a up skirt peek=YES!
-ride train at rush hour that sometimes makes me got a position right OL's ass=also YES!

About cleavage... I'm not too sure about that. Because if I recall correctly, there is a girl by the name of, I believe, "minx?" She does that teaching Japanese thing on Youtube, she has like big eyes and really huge tits. I'm sure she's not wearing something covering that up. I'm sure those guys in Japan drool when they see it. Maybe the girls over there might be a bit jealous? Don't get me wrong, Japanese girls are freaking cute and they definitely can get some naturally huge boobs.

It's really not that exciting. At least not with strangers to me. Women I know it's more of a kinky thrill... but really only to see what they're wearing.

Its a fetish in the states too. But the key is to hide them some (unless going to the club or something). But in everyday life, usually the garters aren't as obvious. More of a teasing sort of peek.

i think it's mainly because Asian cultures are pretty uptight about traditions and moral ethics
like in the case of showing excessive cleavage is highly indecent or anything too overtly sexual

Short skirts are the fashion in japan. It is about as "indecent" as wearing sleeveless shirts is in the west. Most girls go their entire school lives wearing skirts that stop just above the knee. Having them a few inches shorter is just "cute", not indecent.

On the other hand, showing off your cleavage is because being purposefully "curvy" in Japan is like wearing a giant sign on your back that says "I'm trying to look sexy". It is more indecent that your are acting like you want to be sexy rather than the fact you are being revealing.
