Japanese xenophobia?.....well that's not anything new..-_-
But yeah being denied something because of your skin color/nationality sucks. The first time that's happened to me I didn't really let it get to me....it was really more of name calling from other students.

It does like a bad experience for anyone to go through.
However, I also remember reading somewhere that there are pubs, clubs, discos, etc in Japan that do not allow visitors to enter without an invitation. I am not sure if such a rule applies to Japanese, but the location that Neko-chan visited could possibly be one of such establishments.
There may be laws set down to prevent discrimination. Unfortunately, there could also be loopholes in these law. Morever, the culture of a certain district or town may have gone on too long to be changed overnight.
Lastly, the old lady was merely performing her duties and following instructions (unless of course she is in charge of the place). It sounds like a difficult job to turn away customers and obey the management.
On the bright side, you now know how things work at this "White Pole Road". Perhaps it would be advisable to avoid it for the time being and raise awareness among your peers.

Curious and Wondering
I'd feel mad as well if I was in your position. Sorry to hear that.
Ain't surprised a bit, some in Japan are like that. Mose likely this "San Roze" place is run by Japanese nationalists. My older cousin told me one such tale when he was working in Japan, he was once in a drinking pub run by such - he looks predominantly Chinese due to his mother, he easily blended in - and was drinking with a couple of Japanese buddies who smuggled him in. He saw the door lady was talking to a couple of black Americans. The lady kept saying sorry and showed them the door. They also had two muscular Japanese as bouncers behind the lady.
So I assumed they have this "Appearances Evaluation Personnel" in these weird places - like a checklist. I can imagine the internal dialogue: "Asian skin? Yep. Epicanthic fold eyes? Yep. Can speak Japanese fluently? Yep. Let him in? Yep." Sad but definitely likely.
But eventually these places will bend once awareness of this fact goes around and business starts stalling.
May be a sad memory, but don't let it deter your life in Japan.

because you won the war and said they could not have a military? The SDF could not defend Japan if they needed to and it gives you locations to house ballistic missile's near North Korea and China.

Bit of any update: I contacted the base commander's office at the Airforce base here about my incident. They told me they get a lot of complaints about the sunakku around the area (sunakku are hostess bars that serve you food while women flirt with you). They've filed complaints before and asked the policies be changed but the courts always refuse to hear any case dealing with this issue. They can file a new complaint on my behalf since this particular place never had any complaints before. I asked them if I had show up if it went to court and they said yeah. I told them to let me consider it so I now have till the end of next week to file a complaint.

I remember an article on SC that interviewed a hostess that worked in a pink salon. It sort of relates to the topic since Neko-chan mentioned about hostess bars....

Do you get foreigners? Are they really that huge?
We don’t allow foreigners in. There are some really amazing Japanese out there though.

Eww~ discrimination.
Makes me wanna kick some balls until their nether regions resemble a face with the dick as a nose. (Can you imagine it? With a mustache? Kehahahaha!)
Or use cunt-shoes for some time. (Slip in some cunt-shoes and have a walk around, lol)
It seems like the older generations are more racist. My grandparents are like that, but not as bad as these guys. (Or so I think?)
My advice is just to forget about this situation.
Anger is detrimental to your health, and just being angry about the situation won`t do anything to change it. And if you act on your anger, chances are you'll find yourself in a worse situation.
Being sad about it is similarly detrimental.
Of course, if you plan on acting against the situation, I'd advise doing so in a safe and preferably legal manner.
Plan with your mind, not with your feelings. XD
Venting your frustrations via forums is also nice, but beware of trolls. x.x
But really, screw them and find another place!
Better to find another place than support the longevity of a Nazi-run watchamacallit (parlor?).
