Several steps you can take to attempting to improve your sleep--
First and foremost, and for me the hardest: Sleep less.
Not a lot less, if you wake up after sleeping 7 1/2 hours to 8 hours, you should feel less groggy. It won't make you feel better immediately after waking up, certainly not, but you may after you start the day.
As others have said, change your diet. I know this is an unattractive alteration, and I personally would have never done so a year ago, but it really does make a difference in little aspects such as this. At least alter it a few hours before you sleep.
Increase your physical activities during the day. The less energy you have, the better you will sleep. There is a lot more to being tired than simply being sleepy...
Start a nightly/morning stretching routine. When you feel like shit and stiff, that would be a good time to stretch. Do several slow, long stretches for your upper/lower back, thighs and calves, shoulders and neck. Don't rush this process, many people stretch too fast, thus ending in wasted time and possibly damaged muscles. Just make sure your doing them correctly, otherwise we'll be backtracking... do a simple Google search, you'll find what you need.
This, I truly believe, would make the biggest difference. A few years ago I started stretching in the mornings before work. My father has done so for yeeaaarrrs. Makes a definite difference in my day.
Then, obviously, if you have the money, upgrade your bed. Heh, though many people don't have this option...
You could go the cheaper route, and get one of the many foam bed padding on the market. I personally use one. Dunno if it makes a huge difference, but it's soft :D

Short answer is that you are sleeping too long, 7 hours is the best amount of sleep to get.
If you are suffering from
-Headaches that last throughout the day.
-Difficulty focusing and remembering things.
-You feel real slow and out of it.
-Extra tired during the day.
then you are sleeping too long.
Extra info- If you are sleeping too long, it may be because your body isn't going into deep REM sleep and tries to make up for it by making you sleep longer during the night. It could that you suffering from a sleeping disorder.
If you are stuggling to change your sleeping pattern, it may be best to visit your GP/doctor to help you. A mate of mine have the same problem and went to his doctor to get sleeping tablets.

I used to have that problem, and the biggest thing was my diet. I ate way to many simple carbs and sugars, and then I couldn't sleep, or I would sleep too long, have trouble waking up, and still feel like shit. Then I started eating better and sleeping from like, 22.30 until 6 on work days instead of, say, 21 to 6.45 so I'd have time for showering in the morning.

From experience I find that having a regular sleeping schedule (that my body gets used to) helps, that includes not sleeping in on the weekends. When I sleep in I get massive headaches because I broke the schedule. Also turning off the TV, Computer, and Videogames one or two hours before sleeping also helps. Back in High school I would go to bed at 4 after finishing a project on my computer and not be able to fall asleep because of this.

In my past experience, usually when I'm very physically active (lifting weights, going on daily walks), I tend to sleep much better than during times when I'm not (like at all). You may just need to focus on doing things where you are really exerting any excess energy. oh and sex / masturbation can help too *nods*.

Curious and Wondering
I always follow the same routine before bedtime for the past 15 years: a warm/hot tub bath an hour before bedtime, and downing a tall cold glass of milk. I'm a creature of habit, I guess. Even if I get 5 to 8 hours of sleep a day, as long as I get my bath and milk, I wake up fine and refreshed.
