Normal for boys to be perverted? Were those her exact words?
I may be reading into this too much (hey, I'm female, it's what we do!) but to me that says that she's erring on the prude side. If she said exactly "It's normal for boys to be perverted" rather than "it's normal to be perverted", that says that she thinks it's not normal for a girl to masturbate. Unfortunately, lots of girls think this. They think that having sex with one guy will make them into a cumbucket, or that initiating sexual activities is dirty and wrong.
Now, her view on sex may be caused by two things:
1) Moral/religious values. Do her parents or her faith have a big impact on her? If it's deeply ingrained into her that SEX. IS. WRONG. you may have a problem. Even if you tried to change her views, it would be very difficult -- and trying to change her views is probably not the right thing to do, anyways. (Even if her views suck.)
2) Peer pressure. Perhaps her friends think "ew, sex is gross". In middle school, you were a slut if you kissed a boy. In high school, girls who masturbated were filthy freaks who sat in their basement all day. Perhaps she is afraid of what her friends will think. If you can prove to her that sex is not dirty and it's perfectly normal for girls to be just as horny as guys, and that her friends never have to find out about your activities, you can probably get laid.

The right way is to talk to her about it, and discuss how each of you approach the topic.
If she's uncomfortable with rushing into it, DON'T push the issue with pressure: it might ruin her chances of enjoying it once you actually do get it on. :o
You could also at least discuss what would make each of you happiest in the process: do you prefer to be on top/bottom, facing each other, etc. I'd bet that will also reassure her if you listen to her needs and she also hears yours. :)
