I got friend in college. She is a really pretty one. And she have a bad breath. I don't know how to tell her cause I might offended her. But were having a CPR and Mouth to Mouth Resuscitation practical on dummies. 1 dummy per group. I am at her group too. Well most of our group doesn't want to be next to her turn. But before we start. She didn't appear. And our teacher said that she cant take the practical due to her illness. She's having a problem on her lung. We figure that is the reason that makes her having a bad breath.So we end up not telling her.

I think the correct way of doing that would be to;
1. Start Sniffing the air randomly, but in a way that is somewhat noticeable...
2. Start doing it in a MORE noticeable way, like start lifting papers or check your backpack...
3. Ask anyone around you in a somewhat lowkey way, if "they smell something weird".
4. that person might take notice of the smell... and start trying to find out too... Though it could go horribly wrong around this point such as that person pointing out the person with the horrible breath, OR the person could tell the person with the bad breath about it in a more nicer way than I ever could...
5. ???

Well, sometimes it's not because she didn't brush her teeth. It can be caused by a health condition or some sort of medicine.
I know some people with bad breaths, and I usually don't say anything... I just dont breathe a lot when they talk directly to me, slightly turning my head to the side to breathe, pretending to be doing something like watching the time or organizing something...
Also, there are days when it's worse than others.

If she's a direct and forceful gal, then upfront is how you'd want to go, but if she's more reserved or even shy, then I'd say, like many before me have:
Just bring a pack, chew one yourself, and offer her one, all the while praying silently that she'll take it. Who knows? Maybe if your gum is good enough she'll start chewing them all the time, so pick a good gum.
If she's hot, you might even be able to profit from this... (icebreaker?)

There really isn't a nice way to put it. I used to have an aversion to brushing my teeth when I was a kid. I just thought it was a waste of time, until one time someone embarrassed me in front of a bunch of friends about my breath. Bastard, but it got the point across.
Although there are some people that just have bad breath regardless of what they do about it, similarly some people just have body odor despite how clean they are. Really isn't much those people can do.
