Which is the holy grail of optimism. You know how many black people were in my AP classes? 1, and she was half-chinese. The one black guy in my psychology class almost failed even though that class was notorious for being an easy A. There were tons of "gangsters" in my school even though our area is a pretty safe area with little to no gang violence.

We should be doing more to change the culture that African-Americans find so cool. I'm not saying that black people are dumb, heck one managed to become president. The problem is most black people seem to purposely ignore scholastic activities in favor of partying and being a gang banger. There's a reason why most of the successful black people are actors or sports stars.

The article linked in OP isn't addressing the purpose of the initiative. It is not meant to make black students immune to disciplinary action. If you have been in some primarily black classroom's you will understand what the initiative wants to change. In some schools the black students are completely capable of educational success but don't perform. The solution to this lies with students, teachers and parents.

The government is not any of those parties so it cannot exert much influence outside of funding. Certainly the initiative is optimistic and hopes a positive classroom will be the beginning to changing the educational experience for a large number of black students.

Disparate (Neo's keyword) can also be applied to the calibre of punishment per infraction, instead of the number given (which makes more sense, given that this came out shortly after several scandals concerning the school to prison pipeline.
