If I had power, I'd like to think I could make a change and keep my head...
I would probably bring in a rule of execution for criminals who have taken anothers life (By first degree. not manslaughter, as that's generally an accident). And probably the removal of fingers for theft. Let them robbers know that stealing a mans pride and joy will lose them a hand.
Probably enforce a law that states teens MUST be over 18 to fall pregnant. If they fall pregnant under that age, they are to get it aborted, and will be fined, and sent to a school to learn how to have safe sex or something...
Any youth that beats another person without reason to the point of near death, will be thrown into a pit full of angry men who hate people like that, and will beat him.
Any man who beats a woman, will be beaten, and his girl removed from him, and educated in how a real man should treat them.
Educate men and women in their teen ages how to act properly. men being gentlemanly, and women being lady like.

Shit like that, keep the place in better order.
