Is skimpy clothing overused?

In your opinion is skimpy clothing over used in today's anime/manga?
IMO a large number of girls in non school setting plots had a tendency to wear less clothing than people at the beach. We have armors that have V-lines that don't really cover anything and would also probably give painful chaffing to the chest. If this were used sparingly, it would definitely enhance the story with some fan service. But when this is overused and applied to every single character, doesn't this just make them look like cheap sluts? With slutty fan service oriented clothing, you can't really get a badass feeling when you look at the character like you do when you see a man dressed to kill or in a badass longcoat.

I think it would depend on how used you are to naked women. If you aren't used to seeing women naked then skimpy clothing would turn you on. However if you are used to naked women then you like it better when they are fully clothed, so that you can enjoy unclothing them.

Sabers armor is actually very good, full back/sides protection (minus helmet and shoulders). In regards to the front she would only be weak from that slit of armor missing in the bottom half but she would be able to parry attacks from that angle. The hand gauntlets are solid armor preventing your hands/supper arm from being smacked.
The only weak part of her armor would be no shoulder guards, and no helmet.

Saber is one of the examples I provide for ample clothing which looks badass. Then again, saber's clothing is magical so even the cloth parts should act as metal armor.

I think it's to get more guys probably since most of these characters come from the Seinen genre, am I correct?

Yes, I feel it is often quite overused to the point of replacing character depth and personality, especially in the fantasy and sci-fi genres.
It's sad that the general fiction world still only allots value to women if they are endowed in "all the right ways" and show little intellect as a result of the focus on their physical appearance.
Even when they are modestly dressed, they're shown as helpless and/or mere side support character types; get too sexy, and they're "bitches" or villainous... their embracing of their sexuality becomes a weapon, not a positive quality.
And then there's the general lack of empowerment in females in most Japanese fictional media. I honestly attribute this to the traditionally-Asian devaluing of females, institutionalized misogyny, and shaming of sexually-empowered females or those who are victims of sexual assault. Though this is certainly nothing unique to Japan, it seems to be much more apparent there, sadly.
Which sucks, because it only reinforces such beliefs and practices of inequality in the female sex's value.
I like the way Joss Whedon put it in terms of his own works (noted for their fair depiction of female roles), after being asked by so many interviewers on the subject:

Why are you even asking me this?! This is like interview number 50 in a row. How is it possible that this is even a question? Honestly, seriously, why are you -- why did you write that down? Why do you -- Why aren’t you asking a hundred other guys why they don’t write strong women characters? I believe that what I am doing should not be remarked upon, let alone honored and there are other people doing it. But, seriously, this question is ridiculous and you just gotta stop.

Because equality is not a concept. It’s not something we should be striving for. It’s a necessity. Equality is like gravity, we need it to stand on this earth as men and women, and the misogyny that is in every culture is not a true part of the human condition. It is life out of balance and that imbalance is sucking something out of the soul of every man and women who’s confronted with it. We need equality, kinda now.

Well it's all about fan service these days so naturally skimpy clothes are going to attract the majority of the fans.
I like it if it's normal casual clothes but for armour... it doesn't look right to me.

I think it's overused quite a bit.
It's not that I don't like seeing some skimpy - quite the opposite, but a lot of anime/manga/games/whatever sometimes just push out so much of it that it isn't even funny.
It's almost like character designers are too lazy to even develop proper clothes.

I think that Japanese generally disregard Western aesthetics when it comes to armor and/or protective clothing, unless it serves some purpose depending on the setting (like F/SN's Saber and Princess Lover's Sylvia van Hossen). Maybe their ideology is that lesser protection means faster fighting capability. Only that when they're going for lesser body protection, most anime studios, manga creators, game developers and character designers tend to hit two birds with one stone as a cost-effective measure, involving fanservice with the design of the "body protection", hence the "skimpy clothing".
They do tend to overuse it, which most of us may agree to, partly because we're accustomed to modernised Western ideas, to seeing badass women in lots of protective clothing and/or non-revealing garments with lesser show of skin, where the only revealing things remaining are the curves. My point is, maybe it's in our point of view as outsiders looking in Japan... we're the ones most likely to notice the skimpiness factor is being overused. And maybe over in Japan, it's not, and maybe their fanboys are calling for even more skin to be shown.
Or maybe some of us are looking for badass in the wrong places.
