You really do not need to get into the BIOS to change the boot options. I looked closely at your video and when you turn on the computer tap the F12 key and that will give you a temporary boot option where you can force it over to boot from the cd drive.
You can also try loading into safe mode run command prompt and type in "sfc /scannow" without the parenthesis and that will go through and check all the windows main files and repair them if it can. Since the blue screen shows that it has a missing or corrupt .dll file this could easily fix it.
You can also try loading into this disc and also run SFC scan where it can fully repair any missing or corrupt files.
