No, it is actually more like when they legalized alcohol. See, the things being distributed aren't illegal, anime, dvds, music, and computer games are all perfectly legal. The way they are shared for free is what they are trying to stop.
So it isn't like making alcohol illegal, instead it is like when they ended prohibition and made alcohol legal for the purpose of regulation and taxation. They are trying to do the same thing. You can still get your computer games and anime online, but they want to make sure it is under regulations.

One thing worrying about this bill is not strictly it's scope (or rather, not just the scope) , but how arbitrary it is. I may have not read it as closely, but it doesn't seem like the Department of Justice has to answer to anyone in this case. Meaning, they decided what to break up, without anyone else watching over them.
Which makes a very perfect devices for cracking up opposition or removing anything uncomfortable for said parties.
"Infringement activities?" What the fuck is this? KGB? because only they (and NKVD before them) came up with such broad terminology. And remember, this term can be applied to a much larger base then just games, anime, hentai, video etc.

i understand but doesn't that mean that some of our favorite sites will be shut down if it doesnt follow those regulations? and i mean comeon who wants to go through all that politcal nonsense just to post anime,manga,games online for free?

So, if that Bill goes through, all these sites, pirates bay, Hong-fire etc will go down in flames. Fakku will be at risk too, so its considerably more than a little "political nonsense".
