From reading most of the posts it seems like most people agree that:
Age does not matter.
The subject only has to look like a loli.
A loli is best described as someone that has the body of someone the age of 6 and 10
Even if the subject is between the age of 6 and 10 they are not necessarily a loli.
On the contrary even if the subjects are over the age of 10 they can be loli.
Ex.
over age but has looks = loli
age and looks = loli
age but not looks = not loli
