I found this picture on 4chan last day and didn't notice it was a desktop screenshot after I setted it as my background.
If someone knows the Operating System of this could you please tell me.

Hmmmmmmmmmmmmm.......I can't tell for sure, Operating Systems aren't my area of expertise per-se, but it looks like it might be windows with a pretty badass custom skin in use. As far a the widgets, I got nothing on those. Sorry I couldn't be of much assistance.

That bar is probably some kind of skin for MAC OSX, alternatively a part of the Rainmeter. skin.
On the rifle that Winamp/Itunes meter with the circles are part of the Electric Space rainmeter skin by Greuter.
The other parts I'm lost at.

Well, there's no way of knowing for sure aside from asking the person whose desktop that belongs to. Drastically changing the look and feel of your desktop is not too difficult or uncommon.

The os is probably Windows (..but wth I could be wrong) and for the wigits it is most likely rainmeter and either rocket dock or objectdock (they both have a useable trash icon) but the creator is good with puting it together

Thou that would mean that the image shown would have been cropped a bit that it cannot be seen.

Because of the daemon tools icon. Daemon tools does not exist for OS X, so I am convinced that it is a skinned windows

But then remember that mac comps are able to run both windows and OSX. But that is a valid point, I've also become convinced that it is windows since there are icons for both Windows Office and Deamon-Tools.
I am also strongly convinced that the widgets are Rainmeter, as long as he doesn't run multiple widget-programs, which I find unlikely.
And lastly, as an answer to the OP: The clock/stats thing is a modified version of the "Fwonk" skin for rainmeter. Now I only wonder if the bar that shows "Power 98%" is part of the background or a skin. Probably a battery-meter from some skin since the small white battery looks like it's from the Enigma Skin.

what. people have been turning the taskbar completely off since blackbox for windows. just nuke explorer as your standard shell.

At first I thought it was Linux (with something like AWN, and Conky), but everyone is right, NOD, Rainmeter and Daemon tools are only Windows specific. However, this is most likely a Windows XP system because Vista and Windows 7 are far more difficult to modify to this degree.
However, I don't know what shell he is using, if he's using Windows explorer or something like BB4Win. I wouldn't be surprised if he was using BB4Win, and created a bar with BBinterface to create a desktop that looks like that. The time and the player are definitely Rainmeter.

He's using Windows 7. Look at the top of the desktop, there's the W7 taskbar, you can even see that he has at least one program going.

I would agree that the top part seems to have a what looks like a win 7 taskbar, but the taskbar is one of the easiest things to modify and since XP is much easier to skin, then I am still leaning towards XP.
But as we can't ask the author, this is only speculation and we can't really decide which one is right. Only seemingly sure things we know is that it is some version of windows

Now i am 100% sure it's Windows 7. Your point makes it 100% sure, as i can check it on this computer, pull up the taskbar up there and hide it, it looks exactly the same.

But what Jenslyn says is also true. Windows XP is very easy to edit, took me less than a minute to find this guide on how to edit your XP to look like Windows 7.
But I am also quite sure that it's Windows 7 because I don't see the point in going trough the trouble of making your XP look like Windows 7 if you're gonna use another customized skin anyway.
I also managed to find the icons that he's using for that MAC-like taskbar. Now I only need to find the border for it(or make it myself at this point), then I'm gonna copy the hell out of that dude.
