Those are rain meter skins and the demon tools icon is on and those are only windows

At first I was skeptical (because I doubted people actually skinning in Windows 7), but looking into the issue myself I have also realized it is Windows 7.

If you look very closely (I highlighted the key spots in red), I you realize there is something up there. However upon further examination, if you look at a Windows 7 taskbar (like may users pointed out) which is set to "auto hide", you realize the two look nearly identical.
(the task bar here is on the bottom)

He's using Windows 7 Aero, you can almost be sure of it. You can even tell he has (at least) one program open in the task bar.

You kidding? Don't know about any one else but I seriously hated the default setup.
For me all I need is a dock with stacks installed and a 24px taskbar.

Alright, it has been settled, the OS is Windows 7, and he's using some kind of dock-program together with Rainmeter, I said I would copy the hell out of him and I did:
See? I was a little surprised how easy it actually was to edit it to look this way.

Alright, what I used to make it look like this is the following:
The taskbar is ObjectDock, using the Lucid: Icons Pack by Leechiahan.
Electric Space Skin for Rainmeter, this is the Music Player, which in turn uses Winamp.
Fwonk Skin for Rainmeter, this is the clock/date and the System Specs.
The Net In/Out bar is part of the default Enigma Theme for rainmeter, as are the "Uptime"bar under the clock.
Take in consideration that they have been modified and won't look like this from the start, you have to edit them yourselves.
