I'll be honest man, that's bullshit. I lost a chance at something similar 8 years ago, I still talk to her, hell I still love her (though she isn't tsundere), but if your feelings are certain than you'll always regret your inactivity. You have a 50% chance of regretting it if you act, but a 100% chance if you don't. Make it happen.

Do whatever works. You know her and I don't, so my input is almost totally blind. Find a way to approach her and tell her. You could do any number of things from a simple outright confession to an elaborate setup that you slowly have her come to the realization of your feelings.
