Once again I will resume what everyone stating about Nagato Yuki from the anime:
She once says "I was created 3 years ago, right when the disturbance in data compilation on earth was distrubed by an individual called Suzumiya Haruhi, to watch over and analize her."
So she is 3 years old if you count it from her birthday, but physically she is that of a teenager... (And she spends those 3 years in her apartment with the high school's uniform)
