One problem as I said elsewhere is the Digital Economy Act, which brought in new powers and controls on internet connections in regards to pirating, essentially forcing ISPs to employ a three-strike policy with warnings, and then to subsequently stop connections altogether, as well as forcing them to block access to sites which do host OR ARE SUSPECTED OF HOSTING content which infringes copyright; the obvious problem there is more monitoring. Elections are also but a couple of weeks away, and while the Lib Dems obviously wouldn't directly pursue this, it might be subject to review; alternatively, a Conservative government might decide to invest resources chasing the lolicons down, which the ISPs would love. Hasn't looked good for civil liberties for a long fucking time though.

That's just it. There is no method. No one can prove a drawing is supposed to depict a girl that is at least eighteen years of age. How do we know she isn't just underdeveloped? It is just so ludicrous to think about dating a drawing.

That's the problem -- there is no way to tell the age of a drawing.

Let's take Yoko from Gurren Lagann. She's supposed to be 14 (which is underage just about anywhere). She has ginormous tits. Or any girl from the cast of Lucky Star, who are all 17 to 18, but even their 20+ year old teacher looks younger than most anime characters, and only one character has breasts to speak of.

Let's say aguy has lucky star hentai. Can he be prosecuted for CP? After all, nearly every character in lucky star looks pre pubescent.
