Is the game worth winning if you're breaking all the rules?

It depends on a) why I'm playing and b) with who I'm playing with.
I play for three reasons: pass time, hone my skills/challenge myself, and to win. The last one is the category I would cheat. Cardgames are for fun, no reasons to cheat there. It would be weird to cheat in DDR or chess, since the point in those game is to get better. Sports related games are usually about winning (at least for me), but I rarely play them and cheating in them would be difficult.
Social factor is even more important. I would feel bad about cheating friends or family and it's highly unlikely that I do, even if it is about winning. If the opponents are strangers, I don't really care.
I don't think that cheating lessens the joy of winning. In a consol game maybe, but in a competition the fact that you won means that the other party lost. And seriously, I think that's the whole point.

On S4 League, there isn't a day you have to deal with hackers. They get annoying as fuck in that game, considering some hacks are worse than others. Cheating just takes the fun out of everything, for everyone. Today, people are more obsessed with WINNING, rather than PLAYING, that they get the mentality that they want to win and will do the gayest stuff to do so.I'm with you, also an S4 league player here, to deal with hackers i often convince all players on the room (both our team and the enemy team) to stop for a while to bad mouth/trash talk/say things that will annoy the hacker so s/he will leave the room...
If you can't fight back a hacker on the game find another way to get to him/her.
It's better to lose on a fair game rather than win by cheat.

Depends. If it's a GTA game, then using cheats can actually make the game more fun. For example; On San Andreas, spawn 20 Vortexes in a busy highway, deploy a satchel charge and watch the carnage unfold.
Generally speaking, yes cheats do tend to make the game a bit boring. But if you can't complete the game, they can be used as metaphorical "stabilisers" while you practice runthroughs of the game and then you can try to complete the game without them.
