Dunno man, I've seen double bruiser strats a year ago, and we jungled every single champ in the game ourselves as well. First time you're aware of that, I guess. Because it works doesn't mean its good or intended (nerfbombing jungle possibilities the moment some champ that wasnt clearly labeled a jungler worked), but the signs that Riot wants my particular role to strictly babysit one other particular role in a very specific way were made even more clear when I looked at those item changes.
Ok, this is going to be a long post so I will use bullet points to maintain some order within the different areas of what you consider are "role enforced" by Riot, because you are really not seeing the big picture.
1) Those strats were cheesy and based on early game only. They worked if the enemy did not know how to play against them, but they weren't viable at all. Did you ever try them on high elo? I guess not.
2) There is always going to be a "Meta", not designed by Riot, but by Players. First time you are aware of that, I guess.
3) You are now enforcing a Meta on "Champs that can Jungle" (see Point 2). Riot only gave the players more options. In S1 only some champs could jungle, in S2 only tanky/farm champs could jungle efficiently. In S3 only carry junglers could jungle efficiently. At the beginning of Pre-Season S4 only a few junglers could jungle efficiently due to their mechanics / kits. In the current state of Jungle a lot of champions, wether tanky, carry, support or farm junglers can jungle efficiently.
4) Sorry, what was it more "role enforce specific" that being a "Team Ward dispenser" in S3? In S4 you are no longer a Ward dispenser. Now, you decided how to Support your team member and your team. Wether is being tanky, healing, CCing, it is up to you, the Player.
5) The Trinkets are not enforced, they are simply not well-balanced. Ward Trinket is awfully good, followed by Lens. Riot made changes trying to address that, PLAYERS still pick Ward over the others because it is still too good. "Supports" tend to get Lens (or Junglers even) because of their utility for Objectives, not because it is "role-enforced". Orb is usually taken by Players who can "kind of snipe" like Nidalee. Again, that is not enforced, it is simply based on "how Trinkets work" and logic on which one can fit better for each role. Example: Top can get any of the tree, Mid probably would like Ward, Jungle probably would like Ward or Lens, but Orb is an option too, Bot can take 2 Wards, Ward + Lens, Ward + Orb. Where is the "role enforce" Trinket? I guess you are mixing "what people normally gets" with a "Riot stated Supports should take Lens". In any case, as I have said, Players "agreed" that Supports should take Lens, but not Riot.
6) The new items are freaking good compared to before. In S2 ppl always built HoG and PS. In S3 they built PS + SS. In early Pre-Season ppl started with double Targon. Now ppl start with different starting items, granted you start with one of the 3 "support items", but the whole itemization you end up with is completely different. Before it was the same start and same build for all champions in every game that played as Support, how can be what we have now worse and role enforced?
7) I am a Main Support too and I am extremely happy, I can play as "Support" with a lot of champions I couldn't before, like the J4 example, just because the Gold income was so low I needd "Gold Efficient Champions" (Champions designed specifically for Support) to be successful on bot lane and on games. Which fortunately is no longer the case.
I am repeating myself but I can't stress out enough that the players are who create the "Meta" and not Riot. Did you see how the "Support role" shifted in S3 from "Traditional" Supports to "Unconventional" Supports with mainly AP Mages playing as Supports due to their Kit with Burst Dmg and CC? The players changed the "Meta" for Suppors, not Riot.
