Long answer:
It sets up the battlefield bonus. Assume 0% base, then a 7% prep (it goes up by like 7 I think, though it does suffer from diminishing returns) gets you a 7% advantage. Problem with it is that if you try to use it to set for a next turn attack (ie: set up 21% to knock down the 50% miko fortress) they can reset it to 0 just by attacking you (in other words, save and load so they don't attack if you try this).
You don't need this in later games with the bonuses you get (there might be SOME occasions where this helps in the first run), though a 14% shift (2 actions worth) might help out on occasion if you can spare the fans.
Short answer:
Waste of fans.

I've used this option before. I actually found it quite useful. The thing is you have to upgrade it via the satisfaction bonuses. If you have it raised high enough you can get battle preparation up in the 90th percentile and win battles based mostly on morale. One situation that I can think of is if you're trying to win that final hard-ass battle to take over the Dokuganryu house.
However I have to admit it only works well if you have 3 or 4 action fans to use along with it.

Battle Preparation is a damage multiplier as far as I can tell. It's tremendously useful in later difficulties. Upgrade it twice and use three fans on it, and you go from receiving 20% extra damage to dealing 19% extra damage. It's pretty much the only way you can win those fights where you're outnumbered 2-3 to 1.

Anyways with Orochi, you've got two real choices:
True route or Ran route. Kenshin route is obviously not a choice, and Yamamoto route can force an end at some point so...
Personally, I prefer the Ran route. Just grind relationships and get everyone to cap level and all 9 stats without being distracted by war (remember, the Ran route doesn't end until you storm the tower, so kill everyone and sit back for awhile). Granted, you won't have lvl 99 Kentarou to back up Rance up in the Ran route. Actually, the really bad thing in the Ran route is that it may require a bit of patience and reloading if Shimazu abducts the wrong girls (if they abduct Natori for example, you're pretty much screwed).
edit: Oh yeah, I forgot. The monkey route is also a popular choice.
