Big boobs in hentai have a pretty interesting history, dating back to the 80's when flat chests and cute lolita content were the norm such as the mag Lemon People. There was actually some pushback against big breasts because they were seen as motherly and if you liked them you had an Oedipal complex.

However, with help from imported foreign skin mags and experimentation from some artists like Nishimaki Tohru, big boobs won out and there was a boom in the late 80's that continued as artists continued to develop the big boob fetish in different ways.

After googling up Nishimaki Tohru's artwork, I can attest
that he did his best to popularize mammoth mammaries.

I also learned a new word:
Chounyuu ("super boobs" or "impossibly big
breasts"), which makes bakunyuu look small.
