Personally, I think any time a guy has a girl he cares about - a wife, a girlfriend, a crush, even a friend or a close relative, and then some other guy fucks her, usually with heavy undertones of defilement, betrayal, of "stealing" her, and other themes meant to make the situation emotionally distressful for the "MC", that's NTR. I think this story is pretty netorare-ish because you've got this nice guy and he's found a cute girlfriend who wants to be good for him but then it's all going to be ruined because she can't resist some other guy's D. The cute art kind of obfuscates it and the segue from loyalty to cheating is kind of perfunctory but I feel like the actual sequence of events is basically in line with NTR.

I guess, technically, "netorare" is simply cuckolding, and implies much more specific conditions. But to me, as somebody who likes NTR hentai a lot, any works falling under that broader description of a guy having a girl he cares about "stolen" from him tend to scratch that same itch, and when people enforce a much stricter definition of NTR that makes it harder for me to find hentai that I like since there's never going to be a tag on any website for "feels a lot like netorare but isn't actually netorare according to this dictionary definition."

The moment a Cheating tag becomes a NTR tag is when they put any focus on the guy being cucked. If there is little mention or the cucked guy doesn't show up then its a Cheating tag only

You basically hit it: he's being cheated on. No one came over and mindbrake-raped his gf or seduced her away, she just cheated. In fact, she made the first move without any input from the manager. There was no forcing, and nothing was stolen. Nobody changed/broke her, the girl was just a slut from the start.

Seems like if the MC discovers the cheating in the sequel, it would be more NTR-ish.
Man, I feel bad for the MC, but I would rather not know what she is like... not in the sense of 'if I was the MC', but more more as the reader.  Nice art work, but I can't fap when I cry.  Just me pro'lly :)

I knew a girl similar. She would fuck guys on the first date, or after meeting them at clubs. She wanted a LTR but couldn't understand why she could not get one that lasted more than a month or the guys just wanted to be casual. It's more like NTR in the making. The manager is clearly not a bro, and went behind his subordinate's back with the girl. Granted, she's the one who initiated the whole thing, but the manager is obviously going to keep taking advantage of this situation because he's a fucking scumbag. Eventually, this will reach critical mass and she'll keep seeking out the manager to curb her urges around the MC until she's been stringing him along for months without any sort of attempt at moving the relationship forward on her part, all due to her own fears of rejection.

Of course, when the MC, if he has any fucking balls on him, ends up finding out, he'll drop her like a box of china in a UPS warehouse.

NTR, eh? I dunno, somehow this felt more like her just being a slut/nympho and cheating on him, and doesn't have that usual NTR feel to it.
And considering it was her initiating the cheating sex (NTR?), and that it was all her fault essentially, it's hard to hate the manager for accepting, and while you could feel bad for the employee guy...I actually think he's better off without a girl like her. Except, well...He doesn't realise what happened, so he still gets the short end of the stick.
