I would guess that what it comes down to is that this artist doesn't bother drawing the parts that need to be censored. So, FAKKU couldn't just take the uncensored images and use them. Content had to be added to get it uncensored, and they may have not been able to get the artist to properly draw in those portions for one reason or another. And if that's the case, it becomes a question of altering the artist's work or leaving it pseudo-uncensored, and neither solution is ideal.

Honestly, while this sort of uncensoring sucks for us, I think that we're pretty luck to get as much good uncensored content as we generally do given that the artists are drawing for the Japanese audience where there can't have it be uncensored even if they want to, making it somewhat pointless to draw it uncensored in the first place. My guess is that those artists who draw the uncensored content in the first place do so for their own benefit, since it sure isn't going to get to the Japanese fans. And at least some of the artists probably don't even have the experience to draw decent genitalia, because they can't put publish it that way. So, in those cases, even when they fill it in for a non-Japanese release, it's likely to be lacking in details (which we definitely see around here sometimes). Regardless, at least we're not getting black bars...
