In Japanese shows, it is a common belief that foreigners are always rich, thus in anime and drama shows they are portrayed most of the time as so. Most of the time that blond haired girl you see in the anime has some blood lineage to some foreign country. If their hair is not black, remember they are mixed blood or what they call a "Quarter" in those shows as well in real life.

If you want a good streaming site, at least in my opinion here is one I use http://www.animefreak.tv/watch/durarara-episode-4-online, much like H.Elder pointed out, it might not be as great as a quality as when you download it but hey better than nothing right?

I get what you saying, but it's not really a huge issue, since most will use word or a notepad. It would be nice if it were implemented but doubt it's important enough.
