While not exactly the same, I'm assuming it is similar to the reputation system. You can't tell someone they can'd down-vote someone no matter how many times they do it. Start coming up with rules on how you can use your own vote, then you might as well get rid of the system entirely. True, but given the fact you can vote on any given comment once, the system is nice, but quite open for abuse.
Maybe instate some sort maximum, say, even twenty votes(how many comments could you wanna even vote on?!) per manga. And even that, per day.
Leave it a pretty open system, but at least make such "downers" slow their pace... lol

I'm kind of mixed on IUDs. Though they have similar effects to the pill, they can cause a few issues of their own with chemicals and such in terms of side effects.
There really ought to be more male-applicable methods of birth control: in my gender and tech class, we discussed the idea of the male pill.
Problem is, companies see no profit in it, as males don't see themselves as important in the pregnancy process as they themselves don't conceive....
