Teens can biologically be, and have a right to be, parents, if they are of the age of consent in their area.
The real problem is teens who are having babies they don't want, haven't planned on, cannot support, or either partner isn't willing to take care of a child.
If teenagers (ok, OLDER teens) decide to have a child together, that's their right. Perhaps not always the wisest choice, but certainly a valid one. Even if they aren't married, they can still do so.
The issue is that most cultures demonized unwed parents (and often more so, unwed mothers) who they deem "ruinous to society's moral fiber" just because they don't want to marry or aren't with a long-term partner.
But while there should not be a stigma attached to young parenting, it shouldn't be encouraged really, either.
It's best to become a parent when you can best support a family, and for most teens that isn't the time.
