My guess is that since (from what I've seen) big chests aren't the norm, flaunting one's decolletage would be impolite, and therefore un-Japanese. Plus, a lot of their fashion doesn't include plunging necklines as flatter chests are usually emphasized by their clothing (see: oversize shirts, tunics, vests, etc).
