But... if you want all mangas tagged, why not put some 'suggest tag' thingy on every manga and let every user tag stuff.
And add a 'show untagged' to the 'serch by tag' screen.
There is a growing team of assigned taggers. In the process, we read suggested tags from user comments on each manga when considering which to choose (after picking clearly appropriate tags post-analysis of each manga's pages).
The best thing users can do is make accurate comments with suggestions to make our jobs easier. :)

Harem usually applies to one guy (or a few) being doted on by 3+ females at once.
