Uh, ... so according to the story dialogue, it's Sakuraba-sensei's fault (or rather, the fault of her massive bust) that Murata-kun's grades are failing, and it's nothing to do with the fact like most young men his age (and I've been there myself - though no where like this), he's actually a horny dog, who's looking for any excuse to (a-hem) "do it".

I'm not completely sure which branch(es) of real-world science might apply here, but could this be a case where Nature itself acts as the ultimate wingman to (so-to-say) get the nation of Japan to start replenishing its (supposedly) dwindling population ... by making people horny due to (a-hem) naturally-occurring volcanic emissions?
