Not sure if this is what you are looking for but I think it is called Candy Girl. The reason I say think is cause only the first scene description you gave matches the first chapter of the book. I looked through the whole book for that second scene. Of a guy and girl at a water park, but did not see it in the rest of the book.

Yes it is. She is Cosplaying as Asuka from Evangelion.

Yes I am sure a number of us knew this. However, As long as they are Hot and Look somewhat like the person they are cosplaying as. We just don't give a damn.
