No it isn't, because the problem here is that loli is currently banned on the site, and "Fake loli" would be cutting it way too close.

If it wasn't banned, an alternative tag to differentiate the two would be a lot easier. But right now if we had a Fake loli tag it'd be ripe for abuse to upload actual loli, passing it off as "fake" loli, and potentially pissing off the advertisers and losing revenue if found out.

Until it's no longer banned, Pettanko covers what you're requesting. Even though that tag has been abused to upload loli as well.
