Yuri is originally from SNK's Art of Fighting and then more famously in SNK's The King of Fighters series.
Juri was introduced in Street Fighter 4 and is currently in Street Fighter 5.
I think it's pretty borderlined and I think that it's not quite enough to be tagged as loli, but it totally needed the pettanko tag which has been added.
