Just keep practicing, and keep in mind that even if you're playing low tier, the other guy still has to know that matchup so they don't get caught by surprise... on the other hand, whoevers at the top are pretty much the first fights you sit and learn how to play against so as to not get steamrolled.
Given the fact that its a matchup chart, yes, it does matter as it helps see what fights are and aren't going to be a problem. Just means that along the bottom, there's a TON of work you're going to have to do to beat someone near the top. The gaps don't seem nearly as bad as in vanilla, though. Gotta say that the A tier seems spot on, but its still early in the games lifespan so that could change..
