Male Betas are very likely to fight each other, yes. But depending on the circumstances and the type of fishes, you can actually safely introduce them to other types of fish.

In fact, I have had them in with a couple of different types of goldfish without any problem.

You just mostly need to avoid fish that are 1. smaller than them. and 2. without a lot of strong colors and large fins like themselves.

Females are suggested because they are less likely to fight as well.

As for him not eating. Most likely it's just skittish. A lot of new fish (especially from a place from wal-mart) are prone to this because of kids and such tapping the glass on a constant basis and just generally scaring them.

Government involvment comes in basically two forms essentially.

Government Regulation and Government Control.

As long as the people doing the regulation and control are at least relatively arbitrary it ends up depending on how the regulation and control is implemented.

Drugs is a good example. Illegal drugs is a good example of Government Control. It is also a good example of poorly implemented Control in a lot of circumstances. Especially in the case of Marijuana.

So rather than less involvment or more involvment, it would be much better to first refine the current involvment so it better suits the situation, a task that most politicians avoid like the plague because

1. It's easier to just implement or take away current involvment.

2. Effects would be long term when refining while implement or removing produced short term results.

I don't think the problem is seperation of church and state. I think the problem would be its effectiveness as a rehabilitation.

Unless the person in question has to be involved beyond just attending service, this isn't a very good rehabilitation method.
