Looks like a fairly unresolvable issue. I did a cursory search for you simply because I played AOE:O for a while and enjoyed it, but wasn't able to get anyone else to play it. :(

Mostly what I've seen is that someone suggests that the person having the issue try running in administrative mode, and when the person reports that it didn't work there's no response after that. That being said, have you tried running GFWL in administrative mode as well as AOE:O? If possible, try being on an administrator account instead of just running it in administrative mode.
If nothing else try deleting xlive.dll (make a backup first!), if it doesn't allow you then we might be able to work something out from there.

Telling me I can explain and asking me to explain are different, I hope you understand that. It was, and I while don't fault your curiosity I'm still skeptical of your motives. Perhaps if you pm the user in question he'll explain it. Side-note; these long conversations we/you have where you dont drop something is one of the reasons people respond with "no one cares" cop out responses. While I'm sure I sometimes also elicit the same response from people I tend to try avoiding it when I want something from them. People don't like being badgered until they have to ignore you or are forced to respond.
I think it's a bit more subjective than that. Not really any point in PMing him now since he already expressed disinterest in explaining it.
With text as the medium, it is sometimes hard to tell when someone is running out of patience for something. However, my wariness of cop-outs stems more from the frustration they cause and less from frequency of occurrence.

This really surprises me tegs, didn't think something this basic would go over your head.
'Lack of care' is a strange reason to not want to answer a question. Normally, when someone refuses to answer a question, it's because it'd be too annoying or hassling to answer the question, or perhaps they don't like the person. It might even be that answering the question would make them feel like they were conceding something.
Don't often run into a situation where the response to "Why won't you answer my question?" is "I don't care". Terribly sorry for misconstruing your statement due to my lack of experience. I'm glad you managed to throw in an affront to my intelligence at the end there, though.

Besides, it's their life that they're messing with.[/color][/font]Only half-true. Second-hand smoke not only smells bad, but it's worse for the people around the smoker. People who smoke in public are affecting everyone around them, and parents who smoke are affecting their children.
That being said, I am perfectly fine with smoking tobacco being legal as long as it isn't allowed within or around the premises of public areas, since that seems to be working fairly well so far. As long as I avoid bars and clubs, I almost never have to catch a whiff of cancer.
