It was implemented in the past, and removed due to it being IB, I guess.

I'm more worried about a bad character development, rather than a lame character that doesn't suit your taste.
One of the reasons why the Protag/MC is lame at first: To make room for Character development

It also depends on the genre of that anime.
-If it's a harem comedy anime, putting in a "not lame" character is the same as making a bad hentai. Imagine Rito from To-Love-ru as a "womanizer", it's not going to be funny. One of the best examples is Negi from Negima.

-If it's a shonen battle anime, they're mostly idealist, and they won't change their ideals. So, the only thing lame at the start is their power level. Look at Goku, the only thing that developed is his power level.

A Passive Main character doesn't always means their lame.
Kokutou from KnK, is one of the main exmaples. You don't see him battle monsters or psychopaths, But his main role is to be Shiki's Mental Support. without him, Shiki won't develop into the Shiki we all know.

I BLAME DEEN for ruining Shirou's GARness.

So, rather than trying to "generalize" characters , just stick to the genre you know that probably won't have "lame" characters.

And seriously why can't people see the other side of their lameness.
-Yuki Rito is Spinless guy, but he's also known for his Kindness.
-Shirou is a stupid idealist, but with his ideals he made everyone happy.
-Negi is a naive kid, but his straightforward naivete makes most his opponents respect his strength.

I already main him in MvC3, so it's a really going to be great for me. XD
