That's the usual problem for new users. Users from e-hentai are not permitted any access to ex before they reach at the very least lv 39 and have the Espacani equipment in their inventory or equipped. Be wary though, if you have even a single piece equipped, you must equip them all to unlock ex, and vice versa.
