Hence Mutually Assured Destruction. Well, that might not be possible in reality. Besides, the scope of warfare nowadays is always about counterinsurgency and most of the combat are between technologically superior vs. Underhanded cells.

Not really. Since there are no valuable targets in our country. Even using an Intermediate Ranged Ballistic Missile would be a waste against our troops, since it would destroy a huge chunk of our small Island Nation.
