Yep, state production, plus the ability to produce tons of AKs to ship to other Soviet-aligned nations, unlike the US who relied on supplying their allies with surplus equipment. Another reason why you see M1 Carbines and Tommy guns in some ARVN units back in 'Nam, or other US-Assisted South American nations.

Soviet equipment had it's tricks, but majority of what was delivered to Warsaw Pact was rubbish.
