The simple, correct, and final answer is: because it's the god damned law in Japan, set in place during the Meiji Restoration. Not only was censorship instated, but other forms of curtailing public forms of sexuality, like prohibiting mixed bathing in public bath houses. Meiji was all about westernization and bringing the Japanese society as a whole up to speed with the rest of the modernized world. Look up the term bunmei kaika, and the reactions to it (Satsuma Rebellion).

I guess the only blame we lay at the feet of MacArthur and the Occupational Government is that they didn't force the ban on censorship of pornography lifted, like they did with censorship of speech and the media. So everything related to the continuing censorship is still the fault of the post-Imperial and modern Japanese governments, and it's highly unlikely to change because it's a rather unfavorable platform to run on.

This happens a lot in hentai. I mean what is the point of of censoring the vagina or penis when you can obviously see all of these other much more disturbing things going on. Censors, Really? your not fooling anybody.

It's a little funny how lax laws about hentai are in general, but they make you put a little line somewhere over the pubic hair.

I've seen some people say its the authors duty to censor their stuff (well thats true for doujinshi and Tankōbon) but i think its the publishers duty to censor their magazine as they see fit. I can almost tell who published the magazine just from the censorship.

Though seriously, some censoring is quite pointless such as the grey or black bars that hardly censor anything. However, it is a different culture and they have their reasons so that's just how it is.

Well i never really understood the need for Censorship with Hentai. But it it very laughable.

Outdated laws and tradition. That's all it is. Some countries are too mired in their old traditions even when they know said tradition is an outdated point of view that is no longer supported by the populace.

Obviously I hate it like most but I deal with it, most of my h-anime favorites are unlicensed and thus censored, along with most pictures/CG's out there.

I would like to believe someday the tradition will fall through. They keep pushing the boundaries, things like large insertions and cum inflation crack me up, it's like is censoring any of that going to make it ANY different for a random bystander? Kind of goes along with the "Thank G*D it's censored!" joke... it's pointless when you completely know what's going on.

Doesn't matter, running on a platform of removing censorship, especially sexual censorship, is never really seen favorably. No politician in Japan will bother because of it being unforgivable, and because it's just not really that big of a deal to them.
