Well I supposed I'll nominate Kamijou Touma from To Aru Majutsu no Index.
He's a level 0, the weakest Category of power users in his world but he managed to beat the strongest power user by simple brawling. Also according to the novel he's given a special power by God to nullify all miracles (powers, magic, divinity) meaning he might soon battle the 5 arch angels (gabriel, uriel, michael, raphael, lucifer)
Oh btw I dont see any real people GOOD WORK! Or did I just miss them?

It's funny because while searching for potential GAR characters a few moments ago, i considered Touma but even if he does do GAR things, he has neither the looks nor the personality of a true GAR.
