Plus nigger comes from the latin name for the people who lives below the nile NGR.yes, but people tend to associate the word with blacks and its use during a different time period. OT: People like to get offended over silly things, and it being vilified with mass media continues to make it offensive to people who pay attention to that stuff.
The only place I can think of where it would be really inappropriate would be, like, a class essay, or a medical thesis, and even then, I think you can pull that off with some creativity ("...and with that, this niggah, Alexander Fleming, discovered penicillin").
