League is free too play too though, you have to unlock the champions and have the option of doing it with money but you can still get everything for free and they still don't charge you to watch.

umm I mean the game mechanics, in order to "freely" play, you must spend something, time or money, which is less free I think~
there's rune pages too and the rune, which need money or silvers to unlock~
You gain the currency needed to buy stuff by playing, the only thing that requires real money is buying skins, and they're all cosmetic.

Generally one mana regen item is enough to keep Ahri in mana, something like Morellonomicon or Athen's Unholy Grail. Although Ahri is usually played as a mid laner, and many junglers will donate Blue Buffs to keep them in lane since the buff gives mana regen and cooldown reduction.

For the most part, you should be safe just buying recommended until you learn what things do.
