If there "is" a Democracy then there shouldn't be any 'racist case' happen here! Yet it still happen (although there were not many but there still some case in America where it happen). If The people make the wrong Judgment, if the senate makes the an irrational moves, If the major population wish to make harm to our own country will the President make it happen? NO! President should be the one judging what to do and not the Senate nor the people. Actually who happen to hold the military might of America? The people or the senate? none of it, It's the president who hold most of these military might and 'IF' people of America or some political constitution manage to influence the president to launch total war against the China Republik,the russia or the Europe nation will the President allow it?. Who knows? like you say He might launch one. In the end people die as the result of some stupid action of the president.
