Invention, ploy, it's a different word NOW. If you consider it the same, that's fine, but I've never heard the term ending in "er" used among friends.
Outside of singing lyrics to a song, though, I see no reason why anyone who isn't black should want to use it. There aren't millions of other words you could use?
Unless you're one of those unfortunate souls who isn't black, but acts like they are.
I am not entirely sure I would consider the 1970's recent.
