If you can't think of 10 examples out of 10,000, it's hard to justify the tag's existence. This is in part an anti-spam measure, to prevent us from getting flooded with suggestions that only apply to 1-2 chapters on the site. I'd say expecting a new tag to apply to at least 0.1% of the site is a very low barrier to entry.

This is actually a good idea that addresses your main qualm with the current system. It'd need to be somewhat clever though to keep users from suggesting "shortstack" and "short stack" or "smell" and "scent" as separate tags, which would only clutter the system. I'll try to pitch this idea when I get the chance.
On a general note, last week I compiled a list of tags from various sources and submitted those for approval. I was hoping to have the first batch ready for this weekend, but once I have the go-ahead, I want to make new additions a regular thing—at least adding a few tags each month. That said, there really aren't that many potential candidates out there as some like to suggest. I even referenced
other sites and couldn't find much that we're missing by comparison.
If you have any further recommendations, please provide them here. I might also "clean up" the topic by removing posts that don't follow the guidelines. We've only had four proper suggestions in the last year, three of which were posted in the last month. My hope is this will encourage users to put more thought into their recommendations, and ideally I'll get a steady stream of good candidates that we can roll out as time goes by.
