For your final point, I'd like to clarify that Japanese publishers were a part of these site take-downs as well. See

This coalition has been taking action against aggregate sites who wrongly make a profit off of work they've never done. Whether or not they will move on to attack specific scanlation groups is unknown. I guess we'll just have to wait and see.
