While this isn't a program, it is still very useful and free. Ninite.com is a website that allows you to download and install your favourite programs all in one go and it has most of the programs you've listed. I use it every time I reinstall my OS. Really quite nifty.

DOSBox is pretty neat.
Can't be bothered to check if anyone has mentioned it, but Recuva is pretty neat, it can scan for deleted files and sometimes recover them.

I didn't see anything about Jdownloader. I like to use this program since all you do is copy the download links and the program will do all the downloading for you. This is good because I can queue up a bunch of MU or RS links or whatever and download shit while I sleep. Also downloads youtube videos. Sorry if this was already mentioned...

One that just came to mind is Unlocker, which solves the 'cannot delete, file in use' variety of error message by identifying processes which are using the file/folder, and then letting you end them or delete on startup. Free and lightweight; the sort of thing that you use infrequently, but that it's always useful to have.
