Not going to happen, or at least if they can fight off most of the anime, manga and video game distributors and with the financial crisis going on around the world, I don't think it's time to worry about a made up child in her undergarments.

Only sexual depictions of characters deemed to be younger than 18, if they continue through with this bill, will be banned. Keep in mind that this bill hasn't even been discussed yet in their government, and what with the amount of opposition they have received already, the text of it is bound to be changed in order for compromise.

The debate about this "nonexistent children" law has been going on for about two months already, but they keep postponing it.
A lot of manga authors, including major names, are upset about it: the law would even apply, if it stuck to its word, to stuff like Shin-chan showing his butt. :\

Listen, they can try all they want, but nobody can ever stop loli from being drawn. Its one of our rights here in America. And if it is drawn, it will be distributed.

CP =/= loli... Child porn IS illegal, as it harms minors. Loli refers to manga or art, usually.

And they've convicted a few people for having loli, even (though only as part of a different sentence).
